Effective March 1st, 2007 all NYS Hospitals and Article 28 facilities where invasive procedures are performed are required to have in place a policy that complies with the Protocol designed by the New York State Procedural and Surgical Site Verification Panel. The New York State Surgical and Invasive Procedure Protocol (NYSSIPP) was created by a panel of experts (surgery, anesthesia, radiology, nursing, safety) based on their review of data submitted to The NYSDOH on approximately 110 procedures per year in NYS which involved the wrong side/site/patient or procedure events. These events occur three times more often outside the operating room as inside. The standard as defined by The Joint Commission’s Universal Protocol has been in place since 2003, however both Joint Commission data and NYS data documents continued wrong sided/sited procedures. NYS has taken the lead in clarifying expectations and advancing the standard in an effort to reduce these events. Eliminating these events will require the combined efforts of Hospitals and all Article 28 facilities in partnership with individual providers and regulatory agencies. This protocol represents the efforts of all three of these partners. |
