Gotta, via its annual report dated November 4, 1977.  Subsequently, a recommendation from then General Chair of Annual Sessions, Dr. Paul J. Poppers (on Nov. 4, '79), stated that a provision be approved for a special award to honor an outstanding journalistic contribution in the lay press that pertains to the specialty of anesthesiology.  This award, in the form of a plaque, to be presented to the writer(s) who may be deemed to be of special merit.  The award to be given upon the recommendation of the NYSSA Board of Directors, whenever the situation warrants this, but certainly no more frequently than one per year in each category.
